If they were selling an operating business they would be subject to an audit before the sale and the buyers would see this place is a money loser. The property & its licenses (if transferable) are worth $500k today & the price should drop by the day in the exceptionally weak Arizona market. At 3 mil the owners are looking to get every dime they put in back out and make a profit. No one is dumb enough to pay that price, even people that buy things off Craigslist.
