You can’t laser blonde hair effectively. It mostly only works on dark hair as the laser is absorbed into the dark pigment. Waxing doesn’t make hair grow back darker. No hair removal system can change your DNA. Your DNA is what determines your hair color and coarseness.
Laser it away, Go to a salon. They’ll know what to do.
